What Happened
Ukrainian President Volodymyr Zelenskyy on Sunday accused Donald Trump of attempting to force Kyiv into surrendering to Russia, according to Bloomberg, escalating a public dispute that has intensified over the past week. Zelenskyy offered a new proposal: Ukraine would halt strikes on Russian oil refineries—a key Trump demand aimed at lowering diesel prices—in exchange for additional deliveries of Patriot air-defense missiles.
The row follows Trump's Oct. 11 announcement of an 'energy ceasefire' between Russia and Ukraine, which provided no operational details. Kyiv reported that Russian strikes on Ukrainian energy infrastructure continued after the announcement, while Ukraine paused its own attacks for three days before resuming them last Thursday, according to CNBC. Zelenskyy wrote Sunday that 'Russia is not taking any reciprocal steps in response to sanctions relief or agreements,' and accused Moscow of treating concessions as proof that 'their bet on war is paying off.'
Separately, Treasury Secretary Scott Bessent warned Zelenskyy on NBC's 'Meet the Press' to 'be very careful' about claims that the U.S. throttled Ukraine's access to Starlink satellite internet, calling the allegations 'reckless' and 'not true,' per CNBC. Starlink, provided by Elon Musk's SpaceX, is critical to Ukraine's military communications. Meanwhile, CNBC reported that Russian President Vladimir Putin has suggested a summit with Trump and Chinese President Xi Jinping to decide Ukraine's fate, though no confirmation has emerged from Washington or Beijing.
